Uses three levels of RSI over a 30-period lookback to identify oversold symbols, then scans for PSAR flip to get a long entry signal.

Sequence of events
  1. RSI calculated over 30-period lookback.
  2. Three oversold thresholds identify graduated levels of exhaustion.
  3. When oversold, scan for PSAR flip long as entry trigger.
